In the construction of a building (probably in China), a worker shows us how fragile the 'cement' that has been used is. Scraping with very little effort the post, cement dissolves and looks as if it contains only soil.
Engineer here. With caution and without being absolutely sure, I think (and hope) that is some sort of subsequent grouting done for some reason (perhaps to cover small ducts). I do not think it is a pillar, but beside the point. The only sure thing is that it is not concrete, neither the texture nor color is not close to the minimum.
