Testing a passenger rescue system on a cruise ship, consisting of 4 large self-inflating lifeboats and two hoses for quick evacuation of the ship. The four boats can carry over 600 people.

   600 people from 2 pipes i.e. 300 the pipe with at least 10 seconds for each person = 300*10=3000 seconds = 50 minutes.
   You say the men should go down first because I don't know how easy it will be to transfer to the other boats. If the elderly and women fall first ,maybe they get blocked in the first boat and the inflow to the first one has to be stopped therefore waiting until it is unblocked. I hope we don't see that in practice.
