This is natural sand but has surfaced with a hydrophobic material (Trimethylsilanoli), which gives the property to the granules stick together forming an outer coating when exposed to water. This sand was originally created for cleaning the oceans from oil spills, as the sand is mixed with oil and pulls at the bottom.
